A woman was shot in the shoulder and a man was grazed in the arm during the incident on the city's South Philadelphia street corner Friday morning. Police are trying to determine if the shooting was gang-related or drug-related. The incident began around 11:30 a.m. in the 300 block of South 13th Street, in the Haverford community, police said. One person was shot. No one was hurt. The victim was taken to Einstein Medical Center in stable condition. A short time later, officers found three people in a Nissan parked in the 1800 block of South 20th Street and arrested a suspect on an open charge of aggravated assault. An investigation led to the arrest of a third suspect in connection with the shooting in the North Philadelphia neighborhood of Fairmount. Kelvin Small, 30, faces several charges, including firearm and narcotics possession, along with the robbery and weapons charges. He was expected to be charged with murder, police said. In addition to the three men arrested, the police had a fourth suspect, Isaiah S. Hardin, 30, in custody on narcotics charges. Investigators say Hardin is a member of the Dandy N. Gray Gang, a group that
